Estate sewage treatment plant

In 2026 the Lagos State Wastewater Management Office sealed estates and buildings in Lekki, Ajah, Ikoyi and Surulere for discharging untreated sewage. If your estate has a treatment plant that nobody services, or soakaways that overflow into the drain, this is what the office is looking for and how to get ahead of it.

What the office regulates

The Lagos State Wastewater Management Office sits under the Ministry of the Environment and Water Resources. Its mandate includes issuing sewage clearance for wastewater treatment plants, inspecting how estates and buildings dispose of sewage, and sealing premises that discharge untreated sewage into drains, canals or the ground after warnings and abatement notices.

What inspectors look for

Three things. A treatment plant that exists and works: aeration running, blowers and pumps in service, settling and disinfection stages intact. Effluent that meets the discharge standard, which means samples tested and records kept. And a clearance on file, renewed as required. An estate with soakaways on every plot can still be treated as discharging untreated sewage where those soakaways overflow or the water table is high.

How estates end up sealed

The pattern in the 2026 cases was the same: a plant installed at handover, never serviced, quietly bypassed when it failed, and sewage pumped into the nearest canal. Warnings followed, then abatement notices, then the seal. By that point the estate's name was in the press.

The steps to comply

  1. Audit the plant: condition of every stage, sludge levels, an effluent sample and the discharge route.
  2. Rehabilitate or replace: most failed plants have sound tanks and civil works; the mechanical and electrical parts are what need replacing.
  3. Start the records: a plant logbook, monthly effluent tests from an accredited laboratory, sludge collection receipts from a licensed hauler.
  4. Apply for clearance with those records in hand, and diarise the renewal.
  5. Keep it running: daily checks and scheduled servicing are what stop the next notice.

Requirements change, so confirm the current process with the office before you apply. If you already have an abatement notice, do not wait for the next letter.
