Compliance and standards

The rules your estate has to meet, and how we keep you inside them.

Estates and buildings in Nigeria are regulated utilities in all but name. This page sets out what applies and what we do about it.

Labelling an effluent sample beside a plant logbook
Sewage and wastewater

In Lagos, the Lagos State Wastewater Management Office regulates sewage treatment plants and issues sewage clearances. Other states regulate through their environmental protection agencies, and federal standards apply everywhere. Effluent discharged to drains or water bodies must meet the applicable state and federal environmental standards. Estates without a working plant, or discharging untreated sewage, can be sealed.

What we do

  • Plant audit against the requirements
  • Monthly effluent sampling and testing
  • A plant logbook and sludge collection records kept on site
  • Clearance applications and renewals prepared and tracked
  • Liaison with the regulator during inspections
Drinking water

Treated water supplied to residents should meet the Nigerian Standard for Drinking Water Quality. State water regulators, such as the Lagos State Water Regulatory Commission, regulate water supply and wastewater services where they exist.

What we do

  • Monthly laboratory testing of treated water at the tank and at a tap
  • Tank cleaning and disinfection records
  • Treatment plant service records
  • Results published to the exco
Electricity

The Electricity Act 2023 lets states run their own electricity markets, and Lagos has done so under the Lagos State Electricity Law 2024. Estate-level generation and distribution now falls under state rules where a state market exists and federal rules elsewhere. Estates that generate and sell power to residents need to understand what permits and metering rules apply.

What we do

  • Design energy systems to the current rules
  • Work with financing partners and the regulator on the necessary permits
  • Install metering that supports transparent billing
Engineering and safety

Plant design and commissioning are supervised by engineers registered with the Council for the Regulation of Engineering in Nigeria. Site work follows a written method statement and risk assessment. Confined-space entry, electrical isolation and chemical handling follow set procedures, and every technician is inducted before working on a site.

Insurance and contracts

Every contract sets out scope, response times, reporting, notice periods and handover obligations. Insurance cover is stated in the contract.
